
Games-time Volunteers for the Guangzhou 2010 Asian Games and Asian Para Games are recognised as accredited personnel recruited and supervised by GAGOC and GAPGOC.
Games-time Volunteers will be issued with an accreditation card which they must carry with them at all times. Volunteers are expected to behave responsibly and execute their duties in a careful and responsible manner, perform their duties during the times and at locations designated by GAGOC and GAPGOC.
The rules and conditions following apply to individuals appointed as volunteers for the Guangzhou 2010 Asian Games and Asian Para Games.
I. Basic Requirements for Volunteers
Volunteers in the programme must:
1) be willing to serve as a Volunteer at the Guangzhou 2010 Asian Games and Asian Para Games;
2) be born on or before April 30, 1992 and in good physical health;
3) abide by
4) be able to participate in pre-Games training and related activities;
5) be able to serve continuously throughout the Guangzhou 2010 Asian Games and Asian Para Games and be willing and able to take on the responsibilities given to them;
6) if they are native Chinese speakers, possess basic communication skills in one or more of the preferred foreign language(s). Applicants whose first language is not Chinese should be able to converse in basic Chinese;
7) possess the knowledge and skills necessary for the post(s) to which they are assigned
II. Rights and Obligations
A. Rights and Entitlements
Volunteers have the right or are entitled to:
1) be informed with the rules and conditions that Games-time volunteers must abide by;
2) express their preferences regarding postings, before they are assigned to a post;
3) enjoy the basic work conditions provided for all volunteers;
4) safeguard their lawful rights;
5) participate in evaluation sessions and events honouring volunteers for services rendered during the Games;
6) give suggestions and advice regarding volunteer work;
7) withdraw as a volunteer, if necessary
B. Obligations
Volunteers are obliged to:
1) abide by the OCA Constitution and Rules and promote Asian Games knowledge and the Vision of the Guangzhou 2010 Asian Games and Asian Para Games to the best of their ability;
2) comply with all GAGOC and GAPGOC rules and regulations;
3) submit relevant documents as required by GAGOC and GAPGOC, in relation to their participation as volunteers;
4) observe volunteers' commitment;
5) complete the required training courses and tests;
6) Work at the time and places designated by GAGOC and accept GAGOC's and GAPGOC's management and sincerely perform the tasks.
7) Follow the management of the volunteers' team during the service.
III. Recruitment
A. Sources
Volunteers for the Guangzhou 2010 Asian Games and Asian Para Games will mainly be recruited from around the city of
B. Eligibility
People studying, living and working in Guangzhou, residents of other municipalities, provinces and autonomous regions on the mainland, residents from Hong Kong, Macau and Taiwan, overseas Chinese and foreigners are allowed to apply to be a volunteer if they can meet the necessary criteria.

C. Application Period
Applicants must submit their application between April 21, 2009 and the end of July 2010.
D. Recruitment Procedure
1) Recruitment of Games-time volunteers is as follows:
Applicants complete and lodge their application forms
Application and supporting documents are reviewed and checked
Suitable applicants are invited in for an interview and a test
Suitable applicants are then given training and tested after training
Background checks are carried out
Volunteers are assigned posts,
New volunteers sign a volunteer agreement and their admission is confirmed
Applicants who fail the interview or the test given after training may apply to do other kinds of volunteer work
2) GAGOC and GAPGOC will enroll recruited volunteers in batches according to the above procedure. Notices, confirming their admission into the program, for the first group of volunteers, will be sent out in September 2009. All recruitment activities will end in October 2010.
E. Recruitment of volunteers in Co-host Cities
Volunteers in the co-host cities of Foshan, Shanwei and Dongguan will be recruited by the organizing committees set up by GAGOC and GAPGOC in these areas.
IV. Training
A. Training
Training of volunteers for the 16th Asian Games will consist of the three parts and cover the following topics:
1. General Training - to be provided to all Games-time volunteers.
Basic knowledge on the Olympic and Asian Games and Asian Para Games
An introduction to the Guangzhou 2010 Asian Games and Asian Para Games,
Chinese history and traditional Chinese culture
History and culture of
Skills and knowledge required to provide volunteer services
Skills and knowledge required to serve the disabled,
Protocol,
Basic First-Aid and the basics of Emergency medical care
2. Professional training –
Skills and knowledge on how to deal with specific or more complex situations which may be encountered while working as a volunteer
3. Venue training -
Venue functions
Sports of the Guangzhou 2010 Asian Games and Asian Para Games and the competition events being held at different venues
Facilities

B. Training Methods
Volunteers can receive training through one of the following ways:
1. Long-distance training:

Training via TV or other broadcasting mediums
Training by correspondence
2. Face-to-Face Training
3. On-the-Job Training:
Receive practical training while providing services at social events, special events and test events .
V. Scope of Services and Service Hours
A. Scope of Services
1. Games-time volunteers for the Guangzhou 2010 Asian Games and Asian Para Games will be mainly asked to provide volunteer services at Games venues (including competition venues, training venues and non-competition venues). Depending on specific needs during the Guangzhou 2010 Asian Games and Asian Para Games, Games-time volunteers may not be assigned to just one venue but may instead be asked to help out at a number of venues, at different times.
2. Games-time volunteers will be mainly providing the following services - protocol, language services, security, medical services, transportation services and spectator services. Other volunteers may be asked to help out with, communication and liaison, provide support to teams organizing and running competition events or support venue, media or financial management operations. Or they may be asked to provide assistance with staging cultural activities, all as designated by GAGOC and GAPGOC.
B. Service Hours
In principle, volunteers will be required to provide services one shift each day. Volunteers may be required to provide services at specific times or do extra shifts, in special circumstances. Decisions regarding working at specific times will depend on need and prevailing conditions, and will be made at that time.

1. Certificates recognizing services provided and Volunteers' Badges will be awarded to Guangzhou 2010 Asian Games and Asian Para Games volunteers.
2. Outstanding volunteers, teams and organizations will be awarded honorary titles;
3. Games-time volunteers will receive 16th Asian Games souvenirs related to the amount of time and effort put in.
4. Volunteers recruited from outside Guangzhou or any co-host cities will be responsible for any costs incurred in traveling from their hometowns to Guangzhou or the co-host city, as well as while staying at any accommodation that may be necessary during their time of service. Volunteers must cover the cost of their meals outside service hours.
5. GAGOC and GAPGOC reserve the rights to disqualify the volunteers who fail to fulfill their obligations, remove them from the Volunteer Program.
6. GAGOC and GAPGOC reserve the right to prosecute any volunteer who acts in violation of any rule or regulations pertaining to their role as a volunteer and ascertain where responsibility lies.
